Responsive design is one layout holding its identity across every screen it lands on: not many designs in a trench coat, but one system of proportions and priorities that reflows without becoming a stranger. The phone and the cinema display get the same voice at different volumes.
Without becoming a stranger is the hard clause: hierarchy must survive the reflow, so what mattered at wide widths still leads at narrow ones. The method is designing the system rather than the screenshot, tokens, ratios, rules for what collapses first.
